Who is driving the Midlands Engine?
The Midlands Engine allows the region to speak to Government with a single voice to show how investment can drive economic growth and improve productivity.
To allow this to happen calls for a clear decision-making framework that is fair and transparent with representation on the different boards from across the Midlands.
The partnership, which includes 20 universities, 18 local authorities, 9 LEPs, operates within a set of guidelines, called the Governance and Assurance Framework, that set out clearly the scope, membership and decision-making process.
There are three main tiers of boards or groups within the Midlands Engine: The Executive Board, The Operating Board and 5 Strategic Priority Groups along with 3 Task and Finish groups. Brief explanations of the purpose, membership and scope of each board, group or set of meetings are set out below.
The Executive Board
The main decision-making body of the Midlands Engine is the Executive Board which provides leadership and accountability to the partnership to ensure the delivery of the vision.
An independent chair heads the Executive Board and its membership is drawn from universities, local enterprise partnerships, local authorities along with the chair of Midlands Connect. The board has meetings on average 4 times a year.
Membership is reviewed every two years or following any significant changes in circumstance for individual members between this period.
We will publish the agendas and associated papers five days ahead of each meeting on this page. The minutes for the meetings will also be published once they have been signed off by the next meeting.
The Operating Board
The main purpose of the Operating Board is to manage the work programme and to take forward recommendations from the Executive Board.
In addition, it also provides strategic support and advice in terms of the development and delivery of the action plan.
The Strategic Priority Programme Groups also report into the Operating Board as the theme experts and specialists for each of the main strands of work. The Operating Board, which has meetingss every two months, is currently chaired by Anthony May, the Chief Executive of Nottinghamshire County Council. The chair of the Operating board is nominated by the Executive Board and this position is reviewed every two years.
The Strategic Priority Programme Groups
The Midlands Engine has 5 Strategic Programme Groups: Midlands Connect, Skills, Trade and Investment, Innovation and Enterprise, Shaping Great Places. In addition, there are also 3 task and finish groups: Digital and Connectivity, Management and Leadership, Midlands Engine Investment Fund (MEIF).
